My tanner stage is 3.3... is this good news at the age of 16?

Yes, it is very good news, because you have not reached a mature state yet, and have a long time. So before you reach a tanner stage of over 4, start by following a routing like this one:

Thats good news, but you really shouldn't focus too much on that tanner stage thing because people who have tanner stage of 4.7 < are still growing.
